ref!: Server config

s4005251 requested to merge ref/api-server_config into main

This MR adds a config file for the server. This allows the user to customize some things to their liking. It furthermore makes the whole server more flexible to changing environments.

BREAKING: You now need to create a config file in order for the API to run. See the updated README for that.
